The fourth meeting of the JCRB was held on 20 and 21 March 2000 at NIST,
Gaithersburg, USA with 24 participants from the BIPM, CIPM, and six RMOs.
Draft
submissions to Appendix C of the Global MRA were examined at the meeting.
Discussions on the requirements for provisional entry data (cmc files),
the review process, and the desired format of data files were also conducted
based on a report by representatives of the RMOs. A position paper prepared
by the chairman of APMP and a questionnaire prepared by the chairman of
MRAAC/APMP were submitted to the meeting.
After ample discussions, the JCRB agreed on the following statement:
At its fourth meeting on 20 and 21 March 2000, the JCRB reached a unanimous
opinion that the declared objectives of the MRA must require that the CMC
data entered in Appendix C be declared fully reliable by the RMOs. Consequently,
CMC files submitted by NMI's will remain in the review and analysis loops
of the RMOs and the JCRB until such time as this is the case.

Summary of the meeting:
1. Provisional Entry to Appendix C (see Table 1)
- Amount and quality of the provisional entry data (cmc files) are satisfactory.
- Data files concerned with length and electricity are in a uniform entry
format.
- Uniformity of the data format in all quantity areas can be required for
every technical committee;therefore, a review of related CCs is necessary.
2. Review Process
- Data submission from each NMI to a TC in each RMO
- Review within a TC in each RMO
- Review by review committee members in the same RMO (MRAAC in APMP)
- Submission from RMOs to the JCRB
- Review by the other RMOs and in the JCRB
- Data input to Appendix C of the Global MRA (BIPM Database)
3. Time schedule of JCRB (see Table 2)
- The JCRB has set a schedule of six monthly meetings
All members of EC/APMP gathered at MST, USA
All members of the Executive Committee participated in the fourth JCRB
meeting at NIST, USA (March 2000). A joint committee meeting of EC and
MRAAC (the MRA Advisory Committee) Was held at that time with four members
from the EC (Dr. Imai, Dr. Inglis, Prof. Shi, and Mr. Lam) and two additional
members from MRAAC (Mr. Ngo Huy Van and Dr. Sze-Wey Chua).
provisional entry data files to Appendix C of the Global MRA from the APMP
were reviewed at this meeting. Participants subsequently decided to submit
a Position Paper to the JCRB prepared by the chairman of the APMP, together
with the format of the questionnaire prepared by the chairman of the MRAAC.
The 8th and 9th EC/APMP meetings were held in the USA shortly before and
after the 4th JCRB meeting. Members engaged in productive talks on provisional
entry data files and discussed the preliminary schedule of the 16th General
Assembly of the APMP, to be held in Thailand on 6-10 November 2000.
