   During the16th APMP GA held in Bangkok, Thailand (December 2000), APMP members agreed to the establishment of a Committee with the principal objective is to help address the needs of all APMP developing-economy National Metrology Institutes as well as to oversee and coordinate associated work programmes.
  
   The Terms of Reference of APMP Developing Economies Committee (DEC) are following:
1) Monitor needs of Developing - Economy NMIs (DEN's) on an on-going basis.
2) Use the APMP Website for information exchange pertinent to DEN's
3) Develop programmes within APMP whereby established NMIs assist DEN's where possible
4) Develop Guidance Documents for Human Resources development with DEN's and industry-liaison
5) Investigate means of assisting DEN's participating in the global MRA on metrology
6) Make contact with other RMO's and the Asia-Pacific SRBs to develop joint cooperative programmes directed at DEN's
7) Assist DEN's in seeking governmental assistance within their own economies.

   At the 6th APMP DEC Meeting held in March 6th, 2003 at NMIJ, Tsukuba, Japan, all the participants have discussed some problems concerning the important activities of DEC:
The comparison program and priority area of comparison of DEN's There was discussion about the priority of comparisons
- to support participation in the CIPM MRA
- to help demonstrate capability, or
- for training purposes.
The necessary of a regional workshop aimed at assisting DEN's in preparation data for Appendix C submissions.
How and where would DEC seek funding for some urgent activities such as training, comparisons and peer review to assist the DEC members effectively?
The customs clearance of artifacts.

   The meeting also proposed the sub-regional grouping to facilitate information exchange from and to the APMP and the DEC, to help coordinate APMP and DEC activities as well as to provide a mentoring role for DEC members and also for potential members in each sub-region. It will be divided in 4 subregions:
1) North East Asia: China, Chinese Taipei, Hong Kong-China, Japan, Korea, DPR of Korea, Mongolia (proposed coordinator: China)
2) South Asia: India, Bangladesh, Nepal, Pakistan, Sri Lanka (proposed coordinator: India)
3) South East Asia: [Brunei Darussalam], [Cambodia], Indonesia, [Lao], Malaysia,
[Myanmar], Philippines, Singapore, Thailand, Vietnam (proposed coordinator: Vietnam)
4) South West Pacific: Australia, Fiji, New Zealand, [Papua New Guinea]
(proposed coordinator: New Zealand)
(Economies in square brackets are not currently members of APMP. This proposal will be tabled and submitted to 19th APMP GA for approval.)

  Suggestion to APMP EC and APMP Secretariat:
To purchase some Artifacts for comparisons of DEN's in some fields of metrology:
- mass (standard weight)
- length (gauge block)
- electrical (standard DC voltage, standard DC resistance)
To organize some training course for the staff of DEN's about:
- quality system,
- uncertainty evaluation, and
- comparison procedures, with the supports from developed NMI's such as NMIJ, NML, NIM, KRISS, PTB, NIST.
   Hopefully, some activities of DEC will be done actively and successfully now and in the near future.
