REPORT ON THE FIRST APMP TC CHAIRS MEETING

   The 1st APMP TC Chairs Meeting was held on 24 and 25 March 2003 at NMIJ. Attendees from each TC are Dr. SUH Sang Joon (TCAUV Chair), Dr. SAKAMOTO Yasuhiko (TCEM Chair), Dr. TERAO Yoshiya (in place of Dr. TAKAMOTO Masaki, TCFF Chair), Dr. PENG Gwo-Sheng (TCL Chair), Dr. Noel BIGNELL (TCM Chair), Dr. LIN Yandong (TCPR Chair), Dr. SO Hun-Yong (TCQM Chair), Dr. David WEBB (TCRI Chair), Dr. DUAN Yuning (TCT Chair), Mr. IMAE Michito (TCTF Chair) and Dr. Rohana EDIRIWEERA (TCQS Chair).
   We had tens of observers from NMIJ who are the members of each TC

<Day 1: Monday, 24 March 2003>


 - Opening remarks by Dr IMAI Hidetaka, Chairman of APMP
   Dr. Imai welcomed all TC chairs. In his opening remarks Dr. Imai drew an attention and emphasized on the matters concerning new procedures of CMC review. He also stressed that the NMIs from developing economies need to be supported.

- Confirmation of APMP guidelines by APMP Secretariat

   APMP Secretariat announced the guidelines to conduct CMCs review. These documents have been the object of discussion at the past general assemblies and executive committees. The documents were reconfirmed at the meeting.

- TC Chair report by each TC Chair
   Each TC chair made presentation on CMC review status, schedule for CC/RMO key comparisons and other issues. Following the presentation, discussion was made on these subjects

- CCM report by Dr. TANAKA Mitsuru, CCM Chair, CIPM member
   Dr. Tanaka reported on the current CCM activities, and emphasized on a importance of cooperative activities between CCs and RMO-TCs.


<Day 2: Tuesday, 25 March 2003>


- EC and JCRB report by Dr. IMAI Hidetaka, Chairman of APMP
Dr. Imai reported on the 22nd EC meeting held on 2 March and the 10th JCRB held on 3 and 4 March 2003, both in Tsukuba.

- TCQS report by Dr. Rohana EDIRIWEERA, TCQS Chair

Dr. Ediriweera reported on the quality system (QS) review protocol and schedule Regarding the end of transition period of the CMCs, CIPM-MRA, were announced.
Announcement from the Secretariat: Following is the adopted actions at the meeting.

- APMP secretariat is to:

request the JCRB to disclose documents related especially to JCRB-8/Action_37,
--- Done
send QS related documents* with JCRB-8/Action_37 to each member as soon as possible (*: Agenda item 6/1-6/5, they
had been sent already except a flowchart), also upload on the website (public area),
--- Done
assign a ÒReview NumberÓ and publish on the APMP website (secure area) by the end of June 2003,
--- Done
submit the report to the JCRB by the end of December 2003,
publish all available information (original CMC submission tables, review reports) on the website (secure area), and,
maintain review process monitor in accordance with the information from TC chair.

- TC Chair is to:

review (a) acceptability of the technical peers, and (b) the coverage of the CMCs by the NMI's quality system in published CMCs by the end of October 2003,
submit TC activity summary to the APMP secretariat, and,
inform to the APMP secretary about the acceptance of CMC lists from the members.

   Part of the adopted documents for APMP guidelines are published on the APMP website (www.nmij.jp/apmp/). As the TC activities are becoming more important to materialize reliable CMCs, APMP Secretary will call the 2nd TC Chairs meeting at the 19th General Assembly in December in Singapore. APMP Secretariat would like to express its thanks to the NMIJ for their support to hold this meeting.
